The Cash Assistance Program for Immigrants (CAPI) and California Food Assistance Program (CFAP) were created as state-funded programs to support immigrant families after the passage of the Personal Responsibility and Work Opportunity Act, also known as federal welfare reform.

Cash Assistance Program for Immigrants (CAPI)

Cash Assistance Program for Immigrants (CAPI) is a state-funded program that provides monthly cash benefits to aged, blind and disabled non-citizens who are ineligible for Supplemental Security Income (SSI) or State Supplemental Payment (SSP) due to their immigration status.

California Food Assistance Program (CFAP)

California Food Assistance Program (CFAP) is a state-funded supplemental nutritional program, provides state-funded food stamp benefits to qualified immigrants who are ineligible for federal food stamps.
